First, for any item to be considered for the top featured item, it must be featured item, obviously. Next, it must have a featured image, a caption for that image, as well as alt text. It must have a blurb that is non-zero in length. It must have a link title file, and may have an alternate text file for the read more link.

Additionally, it may have one or more follower blurb boxes.

There should also be a system-level feature follower that can easily be toggled on or off, or will perhaps timeout somehow.
